The Former President's Progressive Warning Overlooks The Continent's Real Threat: Economic Decline.

The recent US security policy document presents a misguided view of Europe. It claims that open-border policies and what it terms "woke" policies represent an existential threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

The Stark Economic Divide Separating the US and Europe

The data reveal a sobering contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now has a higher per capita income than major European economies like Italy and France.

Today, roughly 50% of the global top fifty tech companies are US-based, while a mere four are from Europe.

The Technological Shortfall: The Core Problem

The growing economic gap is driven by superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. In the last five decades, 241 US firms have grown into companies valued at over $10bn, versus just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely concede it is largely a contest between two involving the US and China, with European nations starting at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. Europe still lacks a true capital markets union, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can introduce a service under a single set of laws to access a consumer base of over 330 million. The EU, despite a bigger population size, is divided among twenty-seven different national systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on EU competitiveness and the internal market highlight the necessity of major reforms.

With the right policies and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent retains considerable advantages: high-quality human capital, excellent schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still significantly boost economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
